The Department of Ecology has slapped the second-largest oil spill fine in state history on a Russian shipping company responsible for a Jan. 1 spill in Tacoma's Sitcum Waterway.
Far Eastern Shipping on Monday was fined $182,000 for negligence and a history of violations on the company's ships, the department said.
``We see a pattern with FESCO,'' said Steve Hunter, a supervisor of the state's spill-response programs.
``Their ships have a poor history of operations in this state. Basically, we want to stop cringing when a FESCO ship comes in to refuel.''
