India appealed yesterday for early negotiations on a new global treaty limiting nuclear arsenals that would include ``all nuclear weapons states.''
Indian officials said that term in a Foreign Ministry statement was intended to include India, Pakistan and possibly even Israel, as well as the five established nuclear powers: Britain, China, France, Russia and the United States.
