Article: FERRY SYSTEM MANAGERS' ACCOUNTABILITY SINKING.(Editorial)

Earlier this month, the Washington State Ferry System received the latest bill for cost overruns for the construction of the three Jumbo Mark II ferries. Todd Shipyards, which is building the ferries, claims that the WSF must pay an additional $48.7 million because of some 300 ``change orders'' to the original contract. That original contract, signed in 1995, totaled $181 million.

One would certainly think that for $181 million Todd Shipyards would be able to complete the job. One would also think that the ferry system would keep close track of how the money is begin spent. But such is not the case. Cost overruns are, unfortunately, becoming a tradition within ...
