Only a day after becoming prime minister, Etienne Tshisekedi announced yesterday that he was annulling the constitution, dissolving Parliament and offering six Cabinet seats to the rebels.
The rebels rejected the offer of Cabinet posts, saying that to accept them would be inconsistent with their goal of deposing President Mobutu Sese Seko. And some politicians questioned his authority to make the other changes.
Tshisekedi said he would annul the constitution and dissolve the 740-member Parliament, establishing a new transitional legislative body to prepare the country for its first multiparty elections since Mobutu seized power in 1965. He did not set a ...
