In prepping for his second inaugural, President Clinton's dilemma is profound. The poor fellow is a talker, not an orator. Volumes of his official prose contain much chitchat, but the only phrase most remember is, ``I didn't inhale.''
He also is stymied in choosing an audience. The 22d Amendment to the Constitution forbids voters from choosing him in the next election. Congress is Republican and skeptical. The press, according to a 300-page White House report, might be in thrall to right-wing cabals.
