The routine of these college towns has been constant for more than a century. The streets of Moscow and Pullman are quiet during the summer. Then, around mid-August, the pace picks up: Lines get longer in stores, cafes and fast food joints are crowded, and ``For Rent'' signs are nearly as common as window shades.

Every new season of students brings with it the hope of profits for businesses that make nine-month ventures last year round.

Not that there are always more students at Washington State University and the University of Idaho. Higher education has its own cycle of growth.
