Late Tuesday afternoon in a closed-door session, House Democrats met to hear President Clinton and Vice President Gore ask for ``fast track'' authority to negotiate new trade agreements, which the Congress then could not amend in any way but simply vote up or down.
The tension in the caucus room was thick. A big majority of House Democrats now oppose granting ``fast track'' authority to the Democratic president. Spearheading the fast-track opposition is House Democratic Leader Dick Gephardt, D-Mo., an all-but-sure rival of the vice president for the party's 2000 presidential nomination.
