In the living room of a friend's home, Palden Gyatso unwrapped a cloth shopping bag bearing the faded-blue image of China's Great Wall.
Slowly, the Tibetan monk placed its content on the coffee table in front of him: two electric cattle prods, a shock gun, a pair of handcuffs and a pair of thumb cuffs.
