When rapist Johnny Stearns is released from Twin Rivers Corrections Center today, he will escape a state requirement that police warn his new neighbors that a convicted sex offender is among them.
But the reprieve may not last long.
U.S. District Judge Carolyn Dimmick yesterday granted Stearns a temporary restraining order barring full enforcement of the public notification provision of a 1990 state law. She set an April 5 hearing date to consider Stearns' arguments that the law aimed at dangerous sex offenders should be struck down on constitutional grounds.
