With drowsy drivers causing more than 1,500 deaths a year, an American Medical Association panel yesterday called on states to consider regulating motorists with sleep disorders.

``This is America's hidden nightmare, and particularly on the highways, where accidents in the vast majority of cases are not properly investigated for fatigue,'' said Dr. William Dement, director of Stanford University's sleep disorders program.

Dement's comments came before a meeting of the AMA's Council on Scientific Affairs, which recommends what areas the AMA should direct its lobbying efforts.
