Space: Forget about Mars
LARGELY UNNOTICED in the orgy of fellowship that dominated the Moscow Summit was a proposal made by the USSR to which President Reagan just said no. Shortly before the President enplaned for Helsinki, Mikhail Gorbachev floated a trial balloon calling for a joint mission to Mars. This initiative, long advocated by the likes of Carl Sagan, was immediately applauded by scientists and others captivated by the image of the two superpowers collaborating in conquering the heavens.
Fortunately, in a nearly singular display of good sense, the Administration politely declined Mr. G's invitation. It did so for several sound reasons:
