PARIS - Libya's highly public mediation in the Philippines hostage drama is being interpreted by diplomats here as opening the door to Libyan strongman Moammar Gadhafi's entry into the international community he has long defied.
The Libyan leader, according to French diplomatic sources, "wants to obtain a good-conduct certificate after his terrorist errors of the past."
Libya, and particularly the Gadhafi Foundation headed by Seif Islam, one of the strongman's sons, are credited with obtaining the freedom of six of the 12 foreign hostages held by the Filipino Islamic rebel force known as Abu Sayyaf.
