YPSILANTI, Michigan _ Declaring himself the underdog, Republican presidential candidate George W. Bush said Thursday he is retooling his campaign to better explain how his presidency would benefit ordinary Americans.
He also shifted his stance on debates with Democratic nominee Al Gore, acknowledging that he is unlikely to force Gore to accept his plan and suggesting he is open to negotiations. Meanwhile Gore campaigned in Pennsylvania for the third time in five days, selling the economic plan he unveiled on Wednesday.
