Premier Li Peng has had a bumpy debut. Students demonstrated in the streets of Beijing last week against his neglect of education, underlined by a failure even to mention it in his 3-hour state-of-the-state speech to the NPC. Several NPC delegates made the same point. In fact, his speech was something of a self-criticism, since among the problem sectors he cited were energy and transportation, which he personally supervised. One delegate remarked acidly that Li's foster father, Chou En-lai, a revered figure who held the Premier's job for 27 years, would have said more in half the time.
