A court decision blocked the re-election bid of former President Oscar Arias (1986-1990). Supporters of re-election may continue to work through the Legislative Assembly to eliminate the constitutional prohibition, but one such bill has already failed and another is given no chance of passage. Arias appears to have given up the fight.
On Sept. 5, the Constitutional Court division (Sala IV) of the Corte Supreme de Justicia (CSJ) upheld the constitutionality of Article 132 of the Constitution, which prohibits presidential re-election. The article has been in effect since 1969.
