DONGO, Congo _ A day's ride by boat down a broad, brown river lined with lush forest, the freshly turned earth in this wrecked and wretched town speaks volumes about the strength of a truce in a place like Congo.
For five days earlier this month, Congolese rebels fought to retake this town on the Ubangi River in northwest Congo, where war has raged despite the signing of a cease-fire last year. On Sept. 8, government soldiers hurriedly retreated from Dongo, leaving behind tons of munitions and dozens of dead comrades. Their shallowly buried bodies now arouse the interest of foraging dogs.
