PETERSBURG - The sinking of the Russian submarine Kursk came at an awkward time for what could be the boldest swords-to-plowshares project ever: the retrofitting of three Russian nuclear-powered submarines into cargo carriers to haul thousands of tons of nickel under the ice off Russia's arctic coast.
Some call the project crazy; others say it's feasible. Either way, it has the support of the Russian navy.
