The United States has filed today a civil Complaint which alleges as damages at least $40 million which the United States Agency for International Development ("USAID") paid to HARVARD UNIVERSITY in connection with a USAID-funded project in Russia.

United States Attorney Donald K. Stern and Assistant Attorney General for the Civil Division of the Department of Justice David W. Ogden announced that the United States has filed a civil Complaint against HARVARD UNIVERSITY, Professor ANDREI SHLEIFER, SHLEIFER's wife NANCY ZIMMERMAN, HARVARD project manager JONATHAN HAY, and HAY's wife ELIZABETH HEBERT.
