President Kim Dae-jung's four-point Berlin Declaration, which was proclaimed Thursday, ending his nine-day official visit to three European countries, is of great significance. It is vital for South and North Korea to end the Cold War on the Korean Peninsula. In the declaration, Kim urged North Korea to accept his proposal of an exchange of special envoys, aimed at resuming high- level governmental talks, including a summit with North Korean leader Kim Jong-il, and reunions of separated family members.
