A common market in Europe will need democratic foundations. Right now, it doesn't have them
ALL the economic razzmatazz of 1992 has briefly silenced political questions about the future of the European Community. They were raised last week by Mr jacques Delors, newly returned for a second term as president of the EEC Commission. "In ten years," he said, "80% of economic legislation-and perhaps tax and social legislation-will be directed from the Community".
