Former president Chun Doo-hwan sought to visit Pyongyang to meet North Korean leader Kim Jong-il in July at the height of inter-Korean tensions following the June 15 exchange of gunfire between Naval ships of the two rival states, only to face rejection by the Seoul government.
A Unification Ministry official yesterday said that Chun had sent his aide to Unification Minister Lim Dong-won to apply for a permit to visit North Korea and to present letters to the Seoul government and the chairman of the National Defense Commission.
