The government plans to award civilian victims benefits such as medical treatment and monthly allowances in connection with the spraying of toxic defoliants along the Demilitarized Zone in 1968 and 1969.
``Laws governing compensation for South Korea's Vietnam War veterans who suffer defoliant related symptoms will be revised to ensure state benefits for civilian victims as well as soldiers who were mobilized in the spray work,'' said Brig. Gen. Kim Tae-young, deputy director for policy and planning at the Defense Ministry.
He suspected that most of the civilian victims were farmers who lived in villages near the North Korean border.
