Central Election Commission Chairman Aleksandr Veshnyakov accused Tatarstan's State Council of violating the federal election law by moving the republic's presidential election forward from March 2001 to December 2000, "Kommersant-Daily" reported on 30 September (see "RFE/RL Russian Federation Report," 27 September 2000).
