Two studies declare Wisconsin a nationwide leader in the development of government/faith-based collaborations, more commonly known as charitable choice.
The ventures, in the wake of federal welfare reform, are helping to address poverty and its related social ills.
They also are generating praise and making people squeamish. At issue is the separation of church and state, and the precedents being set by these partnerships.
No one agency or clearinghouse exists to pinpoint the number of people helped, the amount of money being spent or a list of faith-based organizations (FBOs) contracting with the state to provide social services.
