Bush: Deploy national missile defense at the earliest moment. Seek Russia's agreement to amend ABM Treaty but proceed in any case. Conduct a comprehensive review aimed at developing a new post-Cold War strategy for the military. Accelerate move to high-tech equipment. Increase current pay raise by $1 billion a year, improve training and rehabilitate military housing. Order an immediate review of overseas deployments with goal of limiting involvement abroad.
