A 15-page proposal from the U.S. Department of Agriculture, or USDA, this summer provoked another creative (and delightful) display of wit on the part of the Libertarian Party. In the proposal, the USDA indicated the American people need yet another government regulation -- one that would reduce the size of the average hole in Swiss cheese from eleven-sixteenths of an inch in diameter to three-quarters of an inch. "Federal cheeseheads are up to no `Gouda,'" declared a Libertarian Party press release. The federal bureaucracy is an "out-of-control `Muenster,'" it said.
