"Greater Cleveland home health agencies are bracing for the impact of a new federal payment system that places caps on Medicare reimbursements for patient care.
Under the prospective payment system that took effect Oct. 1, home health agencies will receive a fixed reimbursement based on a patient's diagnosis, regardless of the amount of care provided beyond the patient's reimbursement limit. Although an interim payment system in place since passage of the Balanced Budget Act of 1997 began restricting agencies' reimbursement per patient, the new system goes further in requiring stricter evaluation of patient needs and in limiting reimbursements for care.
