Oct. 10--SNOWSHOE, W.Va.--The West Virginia's Children's Health Insurance Program could have reached its goal of insuring 14,000 children from low- and moderate-income families by Oct. 1 if it had not taken federal authorities nine months to approve program expansions, the state secretary of Health and Human Resources said Monday.
"Nine months of time has been lost waiting for program approval," Joan Ohl told a legislative oversight committee.
The Underwood administration's handling of the CHIP program has become an issue in the gubernatorial campaign, because the state may lose as much as $10.5 million in federal funds for failing to provide coverage ...
