One of Gov. Tommy Thompson's longtime key advisers is pushing the idea of state government picking up the entire cost of operating public elementary and secondary schools.

The cost? $2.5 billion more per year. State government already pays about two thirds, or $4.9 billion of the $7.4 billion cost.

Mark Bugher, now director of the University of Wisconsin Research Park, would finance it by eliminating shared revenues to city and county governments, ending some sales tax exemptions and using the money now spent on the school levy tax credit -- a state payment to hold down property taxes.
