The Department of Education (ED) has made strides under the Government Performance and Results Act (GPRA)--its plan is highly rated--yet perhaps the most important impact of GPRA has been to focus the department on how to get its plan to be useful and used. What follows are examples of ED's strategies and challenges in three areas of GPRA use: management, policy, and resource allocation.
Management
ED has not previously had strong performance management systems, but is progressing under GPRA by:
* aligning senior officer performance agreements to the plan;
