WASHINGTON _ Indian Prime Minister Atal Bihari Vajpayee urged the United States on Thursday to understand the security concerns that prompted India to test nuclear weapons in 1998, accelerating an arms race with arch-foe Pakistan.
In a speech to a joint session of Congress, Vajpayee said the world's two largest democracies share too many interests, from Asian security to boosting trade, to allow U.S. objections to India's nuclear program to derail improving relations.
"Security issues have a cast a shadow on our relationship. I believe this is unnecessary," the 73-year-old Indian leader said. "We have much in common and no clash of interests."
