AT NOON on Monday, February 8th, in Vienna, the seven members of the Waldheim Commission put their names to a work of historical scholarship*. It must have been a solemn moment. For more than six months they had applied their different skills in a rush to meet the deadlines set by the Austrian government. The press followed them everywhere. Other investigators and Journalists tried to beat them to the "smoking gun" which would, once and for all, establish that President Kurt Waldheim had committed war crimes during his service in the Wehrmacht in the Balkans and Greece.
