WILKES-BARRE, Pa. - Al Gore's staff believes his get-out-the-vote effort is so strong it could help the vice president make up a four percentage point deficit going into Election Day.

But the Gore team's grass-roots strategy - the campaign's so-called "ground game" - will not matter unless the vice president's survey numbers remain within that margin of error figure.

Aides yesterday outlined parts of Mr. Gore's closing strategy, a combination of phone calls and issue advertisements they hope will halt Texas Gov. George W. Bush's momentum in traditionally Democratic states.
