CHICAGO _ On Dec. 18, 22 official electors of the Electoral College of Illinois will meet in room 212 in the state Capitol building in Springfield and cast all 22 of the state's electoral votes for Vice President Al Gore.

Around the country, similar sessions will be held on the same day, the actual voting part of the presidential process in which a candidate must collect 270 electoral votes to become president of the United States.

But is the Electoral College vote a sure thing?

What would prevent an elector from a Republican victory state from changing his or her mind and casting a vote for Democrat Gore instead of Texas Gov. George W. Bush?
