Howard said he was determined to use the Asia-Pacific Economic Cooperation (APEC) forum in Brunei to push for a new round of world trade talks.
World Trade Organisation (WTO) talks have stalled after violent protests outside the last WTO meeting in Seattle.
Mr Howard said it was important for the APEC meeting to recover the momentum towards trade liberalisation.
