HEALTH Minister Susan Deacon promised there will be no losers as she announced plans to reform NHS spending in Scotland.
She pledged an increase in the nation's health budget to almost pounds 7billion - with more cash being earmarked for the poor and needy.
Yesterday the reform - designed to break the link between poverty and ill-health - was welcomed by opposition parties and health professionals.
Deacon said: "Resources will be targeted on those health boards that have greatest need.
"No health board will lose a penny as a consequence ...
