One of Colorado's oldest children's psychiatric institutions illegally locked up dozens of kids, according to a yearlong attorney general's investigation.
Then the Cleo Wallace Centers charged taxpayers millions of dollars for doing so, the 1,200-page report says.
It was all part of a money-making scheme that began in 1995 when the institution ran into financial trouble, witnesses told investigators.
