WESTMINSTER -- Despite 28 ballots and two hours behind closed doors, the City Council failed again Tuesday to fill a vacant council seat.
On Monday, the council took 28 votes in an attempt to fill the seat vacated by Councilor Glenn Scott. A majority of four votes is needed to appoint one of 16 applicants. Each of the ballots ended in a deadlock.
On Tuesday night, councilors met in executive session for two hours to work out a compromise. That also ended in an impasse. The council plans to take up the matter again at a special meeting tentatively scheduled for Thursday.
