HOT lanes are on the way.
Gov. Bill Owens signed legislation Thursday that will start the process, although the first HOT lane isn't expected to open until 2002.
The HOT lane - short for High Occupancy Toll - will let motorists driving alone use the high occupancy vehicle, or HOV, lanes if they pay for it.
HOV lanes are free for buses, motorcycles or vehicles with more than one person. That won't change.
But SB 88 lets the state contract with a private provider to set up a pilot HOT lane. State transportation officials have said the most likely HOT lane is a 10 1/2-mile stretch of Interstate 25 and U.S. 36 in ...
