Denver City Council on Monday ordered stores to move spray paint out of reach of thieving graffiti vandals, after hearing that Phoenix had cut graffiti by 68 percent with a similar law.
The new ordinance means stores must keep spray paint in locked cabinets or behind a counter. Mayor Wellington Webb and the city's graffiti task force fought for the tough restrictions because 75 percent of graffiti vandals tell police they steal the spray paint they use for their crimes.
