Dec. 1--West Virginia is tied with Louisiana for the worst overall higher education system, a first-of-its-kind nationwide study reported Thursday.
However, the most interesting statistics -- as far as West Virginia politics goes -- come from Georgia. That state fathered the HOPE scholarship, the free-tuition-for-academic-achievers program that Gov.-elect Bob Wise wants to adapt for West Virginia.
Wise's campaign rested heavily on his PROMISE scholarship, in which the state would pay full tuition for any West Virginia student who graduates from high school with a "B" average. But after five years of the similar HOPE scholarship, Georgia is dragging the ...
