Agrarian Reform Secretary Horacio Morales Jr. said the four-day International Conference on Agrarian Reform and Rural Development (ICARRD), which starts today, Dec. 5, at the Development Academy of the Philippines in Tagaytay City, will define new thrusts in the implementation of agrarian reform as experts, scholars, and policy makers from at least 12 nations assess the experiences and the development roles of land redistribution in various countries.
