WASHINGTON -- Special prosecutor Kenneth Starr has subpoenaed President Clinton to tell a federal criminal grand jury what happened between the president and Monica Lewinsky, and whether he knows of any efforts to obstruct justice in the case, officials reported Saturday.
It is believed to be the first time a sitting president has been subpoenaed to appear before a grand jury, and it raises constitutional issues of whether the chief executive can be compelled to testify.
