MASERU, Lesotho -- South African and Botswanan troops battled to restore order in the mountain kingdom of Lesotho, but anarchy still reigned Wednesday in the burned-out capital, Maseru.
The death toll stood at 66 as the tiny enclave battened down for a second night of fighting and the foreign troops swept the streets for any remnants of the mob that earlier looted and wrecked offices and shops.
