TALLAHASSEE, Fla. _The U.S. Supreme Court asked its Florida brethren Monday to explain why they permitted ballot-by-ballot recounts to be added to the totals in the state's bitterly contested presidential race.
The seven-page unanimous opinion could restore George W. Bush's lead to the 930 votes at which it stood before the recounts and threw the issue back to the Florida court for "further proceedings."
Joseph Klock, attorney for Secretary of State Katherine Harris, said she has not decided whether to reinstate the tally she attempted to certify before the court-ordered recount that lowered Bush's lead to 537 votes.
