Colorado's high school graduation rate is stalled at 80 percent for a fourth consecutive year, despite repeated demands from presidents and governors to improve.

The continuing stagnation in 1997 means Colorado will miss the goal of 90 percent by 2000 - a state and national imperative for nearly 10 years.

Gov. Roy Romer, a longtime school-reform proponent, conceded Monday that the state won't meet that goal, which he has advocated.
