Congress is sending President Clinton a bill that members know in advance he'll veto: It contains a ban on funding for international family planning groups that lobby for abortion rights.
This is not a ban on funding of abortion overseas, because nary a penny of U.S. taxpayers' dollars have gone to fund overseas abortions in more than 30 years. This is a gag on groups that merely lobby for abortion rights - in other words, an overseas gag rule.
