On the first bitingly cold morning of the season, Mayor Norm Coleman announced a plan Tuesday to use St. Paul's reserve funds to reduce household fuel bills this winter.
The proposal, to be introduced today at the City Council's budget meeting by Council Member Jerry Blakey, grew out of Coleman's idea last summer to turn back $10 million of the city's healthy fund balance to taxpayers.
That proposal generated little enthusiasm, perhaps because the nation's economy remains so strong, Coleman said Tuesday. A $10 million rebate divided among St. Paul's 110,000 households would result in an average check of about $90.
