There are serious laws, laws that apply to you and me, such as those telling us what taxes we must pay and what happens if we don't.
And then there are empty laws, boilerplate that clutters the statute books, laws that have no meaning or relevance because they try to tell judges what to do. What futile presumption!
Consider CRS 13-5-135, enacted 30 years ago. It says that ``every motion, issue or other matter'' brought before a district court for judgment or decision ``shall be determined by the court within 90 days after the adjournment of court.''
