WASHINGTON -- Governors in both parties are accusing the Clinton administration of making it harder for them to comply with last year's welfare reform law by requiring them to pay the federal minimum wage to aid recipients forced into public service jobs.
Florida Democratic Gov. Lawton Chiles said the administration's decision would ``essentially destroy the delicate blueprint'' his state has designed to move people off welfare rolls and into jobs.
